European Training Programme for Roma Mediators

The aim of European Training Programme for Roma Mediators is to consolidate the existing training programmes for and about mediators for Roma, through the most effective use of existing Council of Europe resources, standards, methodology, networks and infrastructure, in close co-operation with national and local authorities.

The Programme envisages the training of school, health and employment mediators working with Roma people who face difficulties in exercising their social human rights (access to education, health services and employment), in the beneficiary countries. The training course will be based on a curriculum prepared by the Council of Europe and will be tailored to address the specific needs of the mediators in the selected countries.

For trainers from countries: Albania, Bulgaria, Czech Republic, France, Germany, Greece, Hungary, Italy, Moldova, Romania, Serbia, Slovakia, Spain, Macedonia, Turkey, Ukraine.

Activities

Selected trainers will perform the following activities

  • participate in a training of trainers session, from 26th to 29th January 2011,Strasbourg
  • deliver, as part of a team of trainers, two training sessions of three days each,the first one in the period February– April 2011 and in the period September – November 2011
  • prepare the training sessions in advance, based on the training of trainers andon the European curriculum for school, health and employment mediators bprepared by the Council of Europe
  • participate in the evaluation of the two training sessions, based on the methodology and instruments delivered for this purpose by the Council of Europe
  • participate in the European Network on Training of Roma Mediators, by sharing knowledge and experiences on Roma Mediators
  • contribute to ensuring the visibility of the Council of Europe programme in the beneficiary countries

Required Competencies

Training skills
Previous experience of training on Roma issues, preferably in the areas of education, health, or employment, minimum two years of experience in training adults, preferably on intercultural and human rights issues, knowledge of training and mediation method.
Professional and technical competencies
Knowledge of issues related to the subject-matter of the training (school, health and/or employment), including legislation in the targeted country, good knowledge of the institutional framework in education, health, or employment, relevant administrative documents concerning the work of mediators.
Interpersonal skills
Teamwork skills, ability to build and maintain relationships and networks, diplomacy.
Communication and linguistic skills
Very good knowledge (speaking and writing) of one of the official languages of the Council of Europe (English or French), very good knowledge of the official language(s) of the country concerned
Personal values
Integrity, loyalty, discretion, respect for human rights and diversity.

Costs

The Council of Europe will cover the costs related to the participation to the training
of trainers, as well as local travel, accommodation and subsistence during the two
training sessions for mediators. Successful candidates shall be offered a consultancy
contract under which they will receive a fee of a fixed amount for the services to be
performed, subject to completion of the whole process and to submission of a report.
