ORGANIZED BY the OSCE Office for Democratic Institutions and Human Rights (ODIHR)
The Young Policy Advisers course (PolAd) is designed to strengthen knowledge about democratic institutions and OSCE commitments in the field of democratic governance. It also aims to facilitate a deeper understanding of the role of policy advisers and the skills needed to undertake core tasks and policy-making functions.

The objective is to ultimately strengthen democratic institutions throughout the OSCE region by building the capacity of young civil/public servants in the early and middle stages of their careers, thus ensuring long-term results.

The curriculum is highly participatory and relies on mixed-method adult learning techniques including mentoring, experiential learning (simulations and role-play), expert lectures and small group work. The innovative structure of the week-long course combines concrete skills with curricular content specifically tailored to the participants’ needs.

Illustrative skills include:

policy analysis
shaping complex political environments
strategic communications
negotiations skills
This approach has ensured that the roughly 400 PolAd alumnihave developed the skills needed to address sensitive policy issues in their countries, and increased their knowledge of OSCE commitments in the field of democratic governance.

Eligibility

ODIHR welcomes applications from public/civil professionals (up to age 35) currently working as policy or political advisers in the administration, line ministries, parliament or other state/public institutions in the six OSCE Mediterranean Partners for Co-operation: Algeria, Egypt, Israel, Jordan, Morocco and Tunisia.

The course will be conducted either online or in person in Istanbul, Turkey over the course of five days using a combination of
interactive instructional methods and digital tools. Tuition, and course materials will be covered by ODIHR, additionally full board accommodation, as well as airfare costs will be covered should the course take place in .person
