The “Educational Hub & Roma Professional Network” program of the Arete Youth Foundation in Bulgaria (AYF-Bulgaria) needs a Program Manager.
Under the direct supervision of the Director of Programs, the Program Manager of the “Educational Hub & Roma Professional Network” program, AYF-Bulgaria, will assist in the implementation of an ambitious agenda to support and grow young leaders in the Roma community.
AYF’s current operations are supported by America for Bulgaria Foundation and private donors with an interest in disadvantaged youth in the Balkans.
Overall planning and implementation of the “Educational Hub & Roma Professional Network” program related to the grant. Ensure that the program remains within the scope of its initial design and budget; propose and prepare amendments for the management approval.Launch and maintain partnerships with national and foreign universities, educational institutions, municipalities, business leaders, local NGOs and Roma organizations to ensure the effective functioning of both components of the program: the Educational Hub and the Roma Professional Network. Plan, coordinate and assist in the evaluation of all phases of the “Educational Hub & Roma Professional Network”, including the interpretation of and compliance with criteria, regulations, policies and procedures, and review of changes and additions on assigned projects. Justify plans, actions and recommendations, and furnish and obtain information regarding planning, funding progress reports, and implementation of activities. Create sustainable network of young and professional Roma who work closely with private sector and university representatives for information exchange, internship options and higher education possibilities for the members of the Roma Professional Network and the users of the Educational Hub services. This is a full-time position with 40 working hours. The location is Sofia, Bulgaria.


The position requires the following:

Education: Must possess a University degree in a related field.
Prior Work Experience: Three to five years of experience in project design and management in Bulgaria. Demonstrated achievements and experience in the field of educational and professional support for young Roma in the region. Proven networking and partnering skills with local government and educational institutions, the private sector and other non-government organizations. Data management skills.
Language Proficiency: Must be fluent in both spoken and written Bulgarian and English. Good knowledge of Romani language is an advantage.
Knowledge, Skills, and Attitudes: Communication skills are essential. Effective communication and a positive attitude are vital to effectively perform stated duties. Must foster a culture of excellence in all aspects of AYF’s work in Bulgaria, and inculcate AYF’s values into all activities. Must possess and demonstrate high quality composition, personal organization and time management skills. Must have demonstrated ability to exercise judgment, discretion and professionalism in dealing with duties. Must be computer literate and proficient with various software applications including Microsoft Word, EXCEL, and other software relevant to the duties of this position. Must dress in a neat and clean manner and exercise the requisite social graces in dealing with the public.
