Description
The Roma Education Fund (REF) was created in the framework of the Decade of Roma Inclusion in 2005. Its mission and ultimate goal is to close the gap in educational outcomes between Roma and non-Roma. In order to achieve this goal, the organization supports policies and programs which ensure quality education for Roma, including the desegregation of education systems.
REF Romania was set up in 2009 with the primary objective to leverage European Social Funds to benefit educational programs in Romania in cooperation with Romanian civil society, national and local authorities, together with, and in favor of the Roma minority. REF seeks applicants for the position of a National Director at REF Romania. The main tasks are:
- To manage the foundation’s staff and activities in Romania in accordance with operational guidelines, strategy and budget approved by REF Headquarters.
- To oversee the implementation of current projects funded by European Social Funds, and the timely and accurate reporting and submission of re-imbursement requests to the Management Authority.
- To develop new project applications for approval by REF Headquarters and submission to the Romanian authorities in charge of European Social Funds, and to other donors.
- To maintain and develop participatory partnerships with REF’s implementing partners and national and regional/local authorities and civil society stakeholders committed to Roma inclusion.
- To represent REF Romania to Romanian and international stakeholders, in accordance with the guidance provided by REF Headquarters.
- To lead the preparation of a revised Country Assessment in a consultative way, with the full range of internal and external stakeholders.
- To ensure that necessary policies and procedures are developed and implemented to establish the REF Romania office on a secure footing, and to meet the needs of REF Romania, the REF Network and external funders.
- With the REF Executive Director and the senior managers in Budapest and Bucharest, ensure that effective working relationships are established between the two offices, including consistent application of policies and approaches, sharing of knowledge, and staff reporting arrangements.
- Create a coherent team of staff working in REF Romania so that they share a common goal while working on different projects and share the overall goals of REF.
Eligibility
- A successful track record of at least three years of managing staff, resources and fiduciary responsibilities in a multicultural environment.
- A completed degree at the tertiary education level.
- Knowledge of education policy and practice as they pertain to minorities in Europe. Experience of these issues as they relate to Roma and to Romania will be an advantage.
- Demonstrated success in managing complex projects.
- Ability to work effectively and sensitively with a wide range of stakeholders, including minority groups, civil society and international organizations and governments.
- Familiarity with EU Funding schemes, such as PHARE and structural funds.
- Experience with minority inclusion issues, programs and projects.
- Demonstrated success in fund-raising.
- Good communication and advocacy skills.
- Ability to express ideas and concepts concisely and clearly and in both written and oral forms in English and Romanian.
