The Office for Democratic Institutions and Human Rights is seeking  evaluation consultant, who will work within the project Best Practices for Roma Integration. The job position is based in Warsaw, in Poland.

Description

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and nondiscrimination, and rule of law. ODIHR’s assistance projects and other activities are implemented in participating States in accordance with ODIHR’s mandate.Background

In 2011, ODIHR was awarded EU funding for a regional project “Best Practices for Roma Integration” (BPRI) in the Western Balkans which aims to contribute to the integration of minorities in the Western Balkans in accordance with the Beneficiaries’ commitments in the perspective of their membership of the OSCE and EU accession. The project’s global objective is: to contribute to the integration of minorities in the Western Balkans in accordance with the Beneficiaries’ commitments in the perspective of EU accession. The specific objective is: to improve the quality of life and access to rights of the Roma communities in the Western Balkans. Approx. EUR 3.3 million was made available for this project which began on 1 January 2012. Twelve staff were hired by ODIHR to manage the project. Nine of these are based in OSCE field operations in South-Eastern Europe. The project results are:
  1. The region’s good practices in multi-sector municipal collaboration, Roma involvement in decision-making and participation of Roma in political life have been strengthened and applied in practice;
  2. Governments supported in their policy making and drafting of appropriate legislation on legalization of informal settlements and social housing;
  3. Possibilities for Roma participation in public life have been enhanced through anti-discriminatory policies and practice and increased public awareness about Roma rights to be included and not to be discriminated against;
  4. Possibilities for Roma participation in Government-led national and regional co-ordination and other compatible cross-border initiatives in and outside of the Western Balkans have been enhanced.

Tasks

A team of two consultants, led by an Evaluation Team Leader is required to undertake an objective evaluation of the project. The evaluation should begin now so that the project can benefit and act upon findings and recommendations already during its last 5 (9 if extended) months of implementation. The Evaluation Consultant will be working under the direct supervision of the Team Leader:

  • To evaluate all components of the BPRI Project, funded by the European Commission’s Instrument for Pre-Accession, and their progress to date towards achieving the planned results. The Evaluation Team will be led by the Evaluation Team Leader.
  • S/he will co-ordinate with the other consultant and be responsible for the quality and timely submission of all written documents, including the final evaluation report.

Eligibility

Necessary Qualifications

  • University degree in a relevant subject;
  • Minimum 3 years’ experience in (qualitative) research;
  • Based in one of the BPRI jurisdictions in the geographical area of the project;
  • Spoken/written fluency in English and one or more languages spoken in the geographical area of the project;
  • Knowledge of Romanes is an advantage.
  • Roma, social exclusion and participatory approaches;
  • Experience of EC funded projects in South-Eastern Europe;
  • Sound experience in evaluation;
  • Local research with sound experience in qualitative research (interviews, questionnaires, focus group discussions, etc.);
  • Familiarity with the OSCE and the political nature of the Organization;
  • Knowledge of gender mainstreaming would be an asset.

Remuneration

Remuneration will be commensurate with the years of experience of applicants, based pro rata per working day subject to the provision of a monthly time-sheet and an invoice to ODIHR.
