The Open Society Foundations are the major nongovernmental supporters of efforts to improve the economic and social inclusion of Roma in Central and South Eastern Europe. Over the last 15 years, the Open Society Institute’s Roma-related programs have worked on a wide range of issues, including equal access to quality education, women’s empowerment and gender equity, public health, civic and political participation, media access and development of Roma media, promoting tolerance, cultural diversity, and challenging anti-Roma prejudice.
The Roma Initiatives Office (RIO), a group of coordinating, grantmaking, and operational programs within the Open Society Foundations, is dedicated to promoting the equality and integration of Europe’s largest ethnic minority. The Roma Initiatives Office facilitates dialogue and exchange to enhance the grantmaking and knowledge of Open Society programs that work with Roma communities. In the area of grantmaking, RIO provides general institutional development grants to Roma nongovernmental organizations as well as grants for specific projects addressing the priority focus areas in countries covered under the current Roma Initiatives strategy: empowering Roma, advocating for policy change, and challenging and changing negative attitudes toward Roma.

Purpose of the position

This is a senior position based in Budapest. The Learning, Monitoring and Evaluation (LME) Manager will work under the overall supervision of the Director of Roma Initiatives and in close partnership with the Office of Programs on LME within the Open Society Foundations.

Essential Duties and Responsibilities

Essential Duties and Responsibilities include the following. The Open Society Foundations may add, change or remove essential duties and other duties at any time.

  • Coordinate and facilitate the process of developing, articulating and continually refining RIO’s theory of change, through ongoing analysis, debate and reflection based on the learning from theory in practice
  • Develop and manage LME systems and practices for tracking the advancement of RIO’s strategic objectives and for adjustment/improvement of related activities as well outcome and impact indicators
  • Develop and manage LME for RIO’s operational seed projects and grantmaking by facilitating and organizing a space for critical reflection among core staff and relevant partners
  • Develop and manage capacity-building processes on LME for RIO staff
  • Provide LME related technical support in RIO’s strategic planning, project design and execution and grantmaking
  • Develop LME capacity building activities for RIO’s partners
  • Manage data collection and the systematic management of data, including dissemination and archiving of available information and knowledge from programs, projects and research supported by RIO
  • Provide for critical analysis of RIO programming in view of strengthening the alignment and advancement of the various approaches and projects implemented and funded by RIO
  • Manage strategic and external reviews and evaluations for RIO and support the follow-up interpretation and implementation of relevant recommendations
  • Work closely with Office of Programs on LME within the Open Society Foundations by providing input on Roma-related activities
  • Develop and manage appropriate review, reflections, sharing and learning processes and platforms (including KARL, the Foundations’ intranet platform) for RIO programs and staff
  • Develop and manage RIO’s internal and external reports and reporting requirements and processes
  • Connect and network with communities of LME practitioners inside and outside the Open Society Foundations for sharing and learning
  • Work as an active member of the RIO team and program and contribute to the overall continual growth, development and improvement of the program and team
  • Travel as needed to carry out the above responsibilities

Eligibility

Master’s degree (M.A.) from a university and seven to ten years of relevant experience and/or training, or equivalent combination of education and experience.

  • Graduate degree in social or behavioral sciences with practical experience in developing and implementing, monitoring and evaluation activities in the not for profit sector
  • Experience in evaluation and research design, data collection and analyses, indicator construction, curriculum development and computer software, i.e. MS Word and database programs
  • Experience with evaluation and impact reporting to donors and to project managers, demonstrating both analytical rigor and practicality
  • Demonstrated ability to transfer knowledge through training and mentoring
  • Demonstrated ability to manage multiple projects effectively, think analytically and take initiative in solving problems
  • Demonstrated skills in working with multinational/multicultural groups and fostering collaborative relationships across multiple organizations
  • Ability to work independently, take initiative and manage a variety of activities concurrently
  • A strong team player with excellent interpersonal skills and the ability to work in a high profile, fast-paced environment
  • Ability to communicate technical issues effectively and persuasively
  • Fluency in English for day-to-day communication and excellent English writing and presentation skills; Knowledge of languages spoken in Central and South Eastern Europe CEE, SEE or Romani language a plus
