Helmut-Schmidt-Programme (Master’s Scholarships for Public Policy and Good Governance – PPGG) • DAAD

Open to: Graduates from developing and emerging countries with a top university degree in Social and Political Sciences, Law, Economics, Public Policy, or Administration, above-average grades, and relevant practical experience, committed to contributing to their home countries’ development.
Benefits: Scholarship holders receive €934/month, health insurance, travel allowances, research grants, rent subsidies, family supplements, and a mandatory German course. For the “Social Protection” course, €500/month is provided in the 4th online semester.

Description:

The DAAD Helmet-Schmidt-Programme, funded by the German Federal Foreign Office, supports future leaders from developing countries. It offers Master’s degrees in fields crucial for social, political, and economic development. Graduates, committed to democracy and social justice, are prepared for leadership roles in political science, law, economics, and administration in their home countries.

Eligibility:

Graduates from developing and emerging countries (bachelor or equivalent)
• with a well-qualified first university degree and above-average grades (upper third) in Social and Political Sciences, Law, Economics, Public Policy and Administration
• willing to actively contribute to the social, political and economic development of their home countries/regions
• who have already gained practical experience relevant for the programme (professional experience, internships, political/social commitment)

Scholarship/ Awards:

Academic education in one of the master’s courses, listed below and selected by the DAAD, will take place from September/October 2025. The courses have an international focus and are mainly offered in English. Throughout their studies, all scholarship holders of the Helmet-SchmidtProgramme benefit from accompanying support services provided by the programme coordinators at the respective study locations. Scholarship holders benefit from events and seminars organised specifically for them, as well as close exchange with other international scholarship holders.

How to apply?

Applications for the DAAD Helmut-Schmidt Programme (Master’s scholarships in Public Policy and Good Governance) must be in English or German. Complete one DAAD application form indicating up to two master’s courses, with clear preference ranking in your motivation letter.
