Description
Sciences Po created the Emile Boutmy scholarship after the founder of Sciences Po (1871) in order to welcome the very best international students from outside of the European Union. The Emile Boutmy Scholarship is awarded to top students whose profiles match the admissions priorities of Sciences Po and individual course requirements.
The Emile Boutmy scholarship may not be supplemented with other scholarship (Eiffel scholarship, AEFE scholarship, BGF). This scholarship is awarded based on factors of excellence and according to the type of profile sought for this programme. Social criteria are also taken into account. This scholarship is not automatically awarded. A request for it must be made in the section designated for the purpose on the application form.
If you do not validate your academic year, your scholarship will be lost. If you have been granted for a scholarship and you decide to defer your admission, your scholarship will be lost.
Eligibility
Eligible students are those who are first time applicants, from a non-European Union state, whose household does not file taxes within the European Union, and who have been admitted to the Undergraduate or Master’s programme.
Students who are not eligible:
- Swiss and Norwegian applicants, since they may be entitled to CROUS scholarships;
- Candidates who have dual citizenship, including from a European Union state;
- Candidates from Quebec (since they may take advantage of sliding scale fees same as European applicants);
- Dual-degree candidates (unless specifically provided with the partner);
- Ph.D. programme students (thesis);
- MPA candidates, since they may apply for the MPA scholarship;
- Candidates to the Master in Development Practice;
- Candidates to the Master Financial Regulation and Risk Management;
- Candidates to the Master of Experiments on Arts and Politics.
Scholarship
Undergraduate programme:
The Emile Boutmy programme can take several different forms:
- A tuition grant of €7,300 per year for the three years of the undergraduate programme, in addition to a grant to cover part of the cost of living of €5,000 per year.
- A tuition grant of €7,300 per year for the three years of the undergraduate programme.
- A tuition grant of €5,000 per year for the three years of the undergraduate programme.
- A tuition grant of €3,000 per year for the three years of the undergraduate programme.
On an exceptional basis, a scholarship of 19,000€ may be granted to cover the three years of College.
Masters level:
The Emile Boutmy programme can take several different forms:
- A grant of €10,000 per year to cover tuition fees for the two years of the Masters, in addition to a grant to cover part of the cost of living of €6,000 per year.
- A tuition grant of €10,000 per year for the two years of the Masters.
- A tuition grant of €5,000 per year for the two years of the Masters.
On an exceptional basis, a scholarship of 19,000€ per year, may be granted to cover the two years of the Masters programme.

In order to apply to this scholarship you must notify it on your online application, as well as include a proof of income and documents explaining your family situation (e.g. income tax return for both parents, payslips, divorce certificate, unemployment benefits, documents related to alimony, child support or retirement pensions, death certificate…).

Can I apply for EmileBoutmi scholarship in advance of my admission to master course(to do it afterwards). If I am eligible (and have enough chances to succeed in) to apply if I graduated the doctoral studies in the end of 2010 and expecting the thesis defence (it is also general question for any relative master phd apps). What should be the proof of income if I have now job (I am from former USSR).

I had question in the whole if it generally eligible and possible to apply for master course during or after the doctoral studies for example in adjacent field of knowledge, meantine having bachellour and master in initial field of study. Taking into account the announcement of stipend I understand it is possible during the doctoral studies because here is limitation for 3-rd (last) year of Phd (or this limitation is more due to the finishing the thesis itself). Then what about 1-st,2-nd year, and period after finishing the doctoral study (should last case considered only in the light of Post-doc). How I can be admitted to master course without the scholarship itself or another proof of securing tuition and living expenses or it is general practice in EU to have admission i.e. acceptance letter by reference to the possible succesful scholarship in the future. I would not like to be angered with me but I have one important question else. If I could not produce the TOEFL or IELTS certificate due to expensiveness of this test in my country for general level of income can I submit the assurance of my english language abilities by my university teacher as the substitute for this requirement (what is percentage of such possibility in average).

Other questions (please, try to write your questions clearly, it is difficult to make my way through the text in one paragraph):
1. As long as you meet the requirements for most of the Master's degree scholarships (which is usually the Bachelor's degree), you can apply for the Master's studies even when you are a professor (however, there is usually an age limit).
2. In some cases, you need to prove that you have been admitted to the university, otherwise, how can some public body grant you a scholarship: what would you be getting it for?
3. TOEFL and IELTS tests are a standardized tool to evaluate your level of English; the respective scholarship-granting authorities (or the university) need a very objective proof of your English skills, which, your university teacher's assurance, I am afraid, does not seem to be.

To end my questions at least preliminary I am dare to ask one more question despite all passed deadlines of this scholarship. It has some correlation to this stipend. What about the second higher education. For example despite my master and doctoral studies in social science I received degree of SPECIALIST in economics. It studies lasted 2,5 years part-time. It is considered in Ukraine the full higher education and officially this diploma is called the diploma on Repreparedness (Requalification). It includes all necesarry special subjects of particular discipline as it was at usual bachelor and master studies but without passed on first education certain and general courses that is usually common for any higher education. This Specialist degree can be equated to the bachelor degree as it also give the right for entering the master studies. Despite in the first higher education Specialist degree is received by the major part of bachelor graduates with worth academic results because minor better part are going to master degree. But in requalification diploma is targeted only for specialist not master degree. Thus second education doesnt targeted for worst level of studies despite influenced by the higher age of student and the mode of learning parttime. At least it comprise the same level of academic abilities of students. For example at my academic group (25 persons) there was another doctoral student but from math science. So my question can I apply for the Emile Boutmi scholarship on the basis of specialist degree. How I can appropriately interpret and translate this diploma in the context of European System Of Education especially ECTS. (sorry for my passages it was typed on small Nokia phone in opera mini 3).
