The European Training Foundation seeks Specialists in Labour Market and Employment Policies for a contract of 3 years.

ETF is an EU agency that helps transition and developing countries to reform their education, training and labour market systems. The ETF believes that the development of human resources through education and training is vital in encouraging sustainable economic growth, employability and social inclusion in transition countries.

Description

As a specialist in labour market and employment policy, the jobholder(s) will be assigned to the Community of Practice on Labour Market and Employment as well as to country and/or regional projects addressing the  same field. He/she will report to a Head of Unit or a Head of Department.

KEY ACCOUNTABILITIES

  • Undertake in-depth country and cross-country analyses on labour market trends and employment policy developments in ETF partner countries and regions;
  • Analyse EU policies in the field of labour market and employment from the perspective of their relevance and applicability in the context of the ETF partner countries;
  • Develop new methodological instruments and approaches for analysing labour markets and assessing employment policies in ETF partner countries;
  • Contribute to the provision of policy advice and guidance to partner countries and EU institutions;
  • Participate in ETF missions in the partner countries for the identification of ETF and/or EU interventions, in the field of human capital development, covering aspects of labour market and employment policies;
  • Facilitate capacity building of national stakeholders in ETF partner countries, e.g. through the delivery of presentations of national and international events organised by the ETF.
  • Contribute to the development of ETF thematic expertise by keeping abreast of international and EU developments; drafting position papers and policy briefs; contributing to the design of innovative initiatives; participating in relevant networks, and ensuring knowledge sharing across ETF country teams;
  • Represent the ETF at EU level and in international fora.

In general, the jobholder(s) will participate in all phases of the ETF project cycle and in particular will contribute to the design, implementation and monitoring of projects and report on achievements and risks.

Eligibility

To be considered eligible, applicants must satisfy the following requirements on the closing date for the submission of applications:

  • Be a national of an EU Member State or ETF partner country or territory (see footnote 1 in the Vacancy Notice)
  • Enjoy full rights as a citizen;
  • Have fulfilled any obligations imposed by law concerning military service;
  • Be physically fit to perform the duties linked to the post;
  • Have a level of education which corresponds to completed university studies of at least four years attested by a diploma, followed by at least six years of appropriate professional experience; or
  • Have a level of education which corresponds to completed university studies of at least three years attested by a diploma, followed by at least seven years of appropriate professional experience;
  •  Only diplomas that have been awarded in EU Member States or that are the subject of equivalence certificates issued by the authorities in the said Member States can be taken into consideration.
  • Have a thorough knowledge of one of the languages of the Communities and have a satisfactory knowledge of another, to the extent necessary for the performance of the duties.
  • Applicants must be able to serve a full 3-year term before reaching the retirement age of 65

Requirements

Candidates are required to demonstrate at least 6 years of working experience in analysis and policy advice in at least two of the following fields:

  1. Labour markets in developing and/or transition countries;
  2. Links between employment and education and training policies (e.g. returns to education, transition from school to work, human capital development and employability of youth);
  3. Anticipation and matching of skills;
  4. Employment policy solutions for socio-economic development, poverty reduction, social inclusion,
  5. Linkages between labour migration and skills and its impact on local labour markets,;
  6. Monitoring, evaluation and impact assessment of employment policies and programmes.

In addition, candidates are required to possess the competences and skills listed below:

  • A solid understanding of EU policies in the field of employment;
  • Good project management skills;
  • Excellent skills in drafting thematic papers and policy documents;
  • Excellent presentation and public speaking skills;
  • Excellent writing, reading, speaking and listening skills in English.

Candidates should demonstrate their experience and competences by means of evidence of previous assignments implemented, projects involved and/or publications and policy documents.

Good knowledge of French, and/or Arabic, and/or Russian and/or any other language spoken in the ETF partner countries and good knowledge and understanding of transition and developing countries would be the assets.

Remuneration

The basic monthly salary of a Temporary Agent Function Group AD in the first step of grade 7 is approximately EUR 5,500 before any tax and social security contribution deductions.
