Description
Soros Foundation Moldova’s Justice Program seeks Two International Consultants for its on-going project: “Improving the observance of the Right to Liberty and Security of Person in Moldova”
The project aims to establish coherent and sustainable public watch mechanisms over the judiciary through active involvement of NGOs and media representatives. The project also advocates for the development of internal accountability mechanisms for judges.
Consultancy 1: A THREE-DAY TRAINING ON HUMAN RIGHTS MONITORING WITHIN THE CRIMINAL JUSTICE SYSTEM (DURING PRETRIAL STAGE)
Scope of work and Main Tasks:
- To get members of interdisciplinary mobile teams familiar with international standards and practices re HR monitoring during pretrial phase.
- To guide members of interdisciplinary mobile teams on their concrete work within the project and suggest appropriate actions.
Consultancy 2: DEVELOPMENT OF A POCKET GUIDE FOR MOLDOVAN INVESTIGATIVE JUDGES
Scope of work and Main Tasks:
- To thoroughly analyze international and national experience re legal reasoning during pretrial phase.
- To develop a necessary brand new reasoning tool for Moldovan investigative judges based on existing experience at both national and international level.
Eligibility
Consultancy 1:
Qualification/experience required:
- University Degree in Law. Advanced university degree in International Human Rights Law, Criminal Justice or other related fields will be an asset;
- Minimum of 7 years of progressive experience in Human Rights Monitoring with focus on pretrial phase;
- Consistent experience in training design and delivering HR Monitoring training based on interactive methods;
- Strong analytical and communication skills;
- Knowledge of the regional (Central and Eastern Europe, former Soviet Union) or country context including the current HR situation and challenges will represent a strong asset.
Consultancy 2:
Qualification/experience required:
- University Degree in Law. Advanced university degree in Criminal Justice, International Human Rights Law or other related fields will be an asset;
- Minimum of 7 years of progressive experience in Criminal Justice field with particular focus on pretrial phase;
- Consistent experience in developing tools for criminal judges or reasoning legal documents;
- Experience in developing training materials will represent an asset;
- Strong analytical and communication skills;
- Knowledge of the regional (Central and Eastern Europe, former Soviet Union) or country context including the current HR situation and challenges will represent a strong asset.
Remuneration
Consultancy 1:
The financial terms are negotiable. The consultant shall make proposals on the expected fee (net amount) for a maximum of 5 working days.
All business related expenses (economy air travel, local transportation, accommodation, translation) will be covered by the SFM.
Consultancy 2:
The financial terms are negotiable. The consultant shall make proposals on the expected fee (net amount) for a maximum of 10 working days.
All business related expenses (economy air travel, local transportation, accommodation, translation) will be covered by the SFM.
