The Open Society Foundations / University of Oxford Scholarships, which are funded by the Open Society Foundation-London and the University of Oxford, are intended to provide opportunities for postgraduate study in the United Kingdom for applicants who demonstrate both academic excellence and the potential to become leaders, decision makers and opinion formers in their home countries.

Eligibility
• All applicants must have completed at least three years of BA course (in the Bologna system) or four years of university study and have obtained, or expect to obtain, the appropriate degree(s) not later than September 2011
• Applicants must be citizens of and resident in one of the following countries during the academic year in which they apply for the award: Albania, Armenia, Azerbaijan, Belarus, Bosnia, Croatia, Georgia, Macedonia, Moldova, Serbia,.
• Selected one year taught Masters courses within the University of Oxford’s Social Sciences and Humanities Divisions
• Applicants will be required to have passed an English proficiency test before being offered a Scholarship
Application
You apply as part of your application to study at the University of Oxford. You do this by ticking the “Open Society Foundations Oxford Scholarships” box in section M of the Application Form for Graduate Study 2011-2012
Local representatives of Open Society Foundations will assist you by arranging for your application to be sent to Oxford, and will also arrange for payment of the £50 application fee.

Scholarships
Each scholarship provides tuition fees and college fees at the University of Oxford, a stipend to cover living costs (for one person only) and return air travel from the scholar’s home country. On completion of the scholarship, scholars will return totheir home countries to continue their studies/work there.

I'm wondering what exactly means : an English proficiency test. Does it mean IELTS, TOEFL, CAE, CPE?

so proficiency in English is usually defined by a certain amount of points gained at IELTS (most IELTS requirements by universities fall between 5.5 and 7.0, for Oxford University it is 7.0) or at TOEFL (for Oxford it is min. 600)and by these two Cambridge certificates: CAE and CPE (however, on their website, OU metions that they recognize only CPE).
As they are not specifying which, you are most probably required to provide them with any of these mentioned.

I started application for Oxford and I hope so that you will like my application and I will be part of your future students. But I have one concern. I did not take TOEFL. I know that we should have it,if we want to apply for your university. I would like to ask you is there an opportunity to take the exam a little bit later so if I can send you my scores and the sertificate. The time until the deadline is really short,so I will not have enough time to prepare for TOEFL. I hope so you will understand me and give me support to continue with my application. Hopefully TOEFL will not be crucial for your decision for accepting or not my application. Furthermore I would like to ask you one more question. I will graduate in june 2011 so I want to know if I can apply or first I need to finish my university? I didn't see it that this application is only for graduate students.
