In line with the strategy and objectives of the approved UNESCO Programme and Budget for 2010-2011(35 C/5) for the Participation Programme and Fellowships Section, the UNESCO Category II International Center for Sustainable Energy Development (ISEDC) in Moscow (Russian Federation) is offering twenty (20) fellowships of two months’ duration each. The training activities in the framework of these fellowships are tenable in specialized institutions in the Russian Federation. The language of instruction will be Russian. UNESCO will request applications from the developing countries and countries in transition (list of invited Member States).

FIELDS OF STUDY
In conformity with UNESCO’s objectives and programme priorities, as per approved 35 C/5, and in accordance with the decisions made by the Executive Board (161 EX/Decision 3.6.3 and 165 EX/Decision 8.6), candidates may apply under the following fields of study:
(a) Energy and sustainable development;
(b) Ecological management of energy resources;
(c) Renewable energy;
(d) Sustainable and renewable energy power generation.
DURATION
(a) Ten (10) fellowships will be awarded for a training period that will take place between April and June 2010; and
(b) Ten (10) fellowships will be awarded for a training period that will take place between October and December 2010
QUALIFICATIONS REQUIRED
Candidates must meet the following criteria:
(a) Holder of at least a BSc degree or BA in Economics;
(b) Proficient in the Russian language;
(c) Not more than 50 years of age;
(d) Be in good health, both mentally and physically.
PROCEDURES FOR THE SUBMISSION OF APPLICATIONS
(a) All applications should be endorsed by the National Commission for UNESCO and must be duly completed in English or French with the following attachments in duplicate:
• The prescribed UNESCO fellowship application form;
• Certified photocopies of Diplomas;
• Certificate of Russian Language proficiency – minimum 500 hours of language training (if Russian is not the mother tongue or was the language of instruction for some years of study);
• Six photographs;
• Subsequently, for those who have been selected, the UNESCO medical examination form duly completed by a recognized physician (not more than four months before the actual date of studies). The prescribed form of which will be sent along with the letter of award. Expenses incurred in the constitution of the medical dossiers will not be reimbursed.
(b) Files which are incomplete or which received after the deadline for application, as well as candidatures that do not fulfil the requirements mentioned above will not be taken into consideration.
(c) Each invited Member State is requested to nominate not more than two (2) candidates.
SELECTION OF BENEFICIARIES
(a) The implementing agency in the Russian Federation will be the UNESCO Category II International Center for Sustainable Energy Development (ISEDC). The final selection of the beneficiaries for a fellowship lies with them.
(b) The National Commission of selected fellows will be duly informed by UNESCO and the letter of award will immediately follow thereafter.
(c) UNESCO will authorize the departure of beneficiaries who have complied with the requirements stipulated in the letter of award.
(d) Candidates who have not been informed of their selection by 1 September 2010 should consider that their applications had not been approved by the donor.
FACILITIES OFFERED BY THE GOVERNMENT OF THE RUSSIAN FEDERATION
(a) Beneficiaries will be exempt from paying tuition fees for the entire duration of their studies/training;
(b) Fellows will undertake studies/training under the supervision of an advisor or study director that will be provided by the host institution;
(c) The donor will pay stipends to beneficiaries (up to US $1000 per month), on a monthly basis, in local currency to cover meals, pocket expenses and incidentals.
(d) ISEDC will assist in obtaining modest housing for the fellows.
FACILITIES OFFERED BY UNESCO
(a) UNESCO will cover the cost of the round-trip international travel at the most economical rate and the most direct flight.
(b) UNESCO will pay a one-time travel allowance amounting to US$100 (one hundred US dollars) prior to the fellows’ departure for the Russian Federation.
(c) Health insurance. To avail of this entitlement, beneficiaries should be declared medically fit by the UNESCO Medical Service that examines the complete medical dossier.
OTHER CONDITIONS
(a) No provisions can be made to finance or lodge the fellows’ family members.
(b) Beneficiaries will be required to submit to UNESCO a short progress report co-signed by ISEDC at the end of the first month and a final report upon termination of the fellowship. These reports could be written in English or in French and copies of which will be furnished to ISEDC.
VISA
Selected fellows from countries where there are Russian Federation Embassies or Consulates must obtain their entry visa in their country prior to their departure. Fellows from countries where no such embassy/consulate exists must secure their visa through the nearest country where the Embassy or Consulate of the Russian Federation can be found.
UNESCO and the Russian Federation provide no allowance to defray passport and visa expenses.
